Dreamweaver: css designer

For all Graphic Design students and professionals:

I'm having trouble trying to open the CSS designer panel in Dreamweaver 5.5. I want to create a gradient background on a web page but can't open the CSS  designer panel. The instructions to open this panel are: windows>CSS designer but it's not there.

What am I doing wrong?
